Seriously, I've done a lot of good costuming at the salvation army and other thrift shops. They have a lot of clothes people wouldn't normally wear, and their really cheap. Get a nice-looking but oddly cut sports jacket, perhaps an appropriately military hat, and a bunch of official looking medals/pins/accessories and you're set. (Don't forget to get some braided corde and/or shoulder decorations, military dress uniforms are big on shoulder decorations.)
