So, my brother's computer is in less than ideal shape right now, and since I'm currently living at home, I was thinking of giving him an account on my machine. Is there a way to enable a computer running OS X to hot-swap between users? Basically, I want to know how to set up the quickest password -> usability chain.

Yup; go to System Preferences, click on Accounts, then click "Login Options" at the bottom of the user list and check the "Enable fast user switching" box. A little icon will appear on the right side of your menu bar that you can use to hot-swap between all the users on the machine without having to log them out.
